I’m trying to do the Twitter mobile but I keep getting this message after following the twitter instructions

“Free Msg: Receiver 40404 unable to receive message – Message Blocking is active.”

is this me? I googled on how to turn the message blocking off, but my firewall shows none of the boxes were checked.
